Change the report language when starting a report or addendum

Significantly speed up reporting workflow in a multi-lingual context. Report authors no longer have to log out and log in to Enterprise Imaging again as a different user (with a different report structure) to change the reporting language. When speech recognition is used and multiple languages are available to the user that is logged in, the user can change the report structure and report language to match the referring physician and patient language directly in the Text area.
